本會於2020年6月21日假台北喜來登大飯店地下二樓福廳舉行「祐生國政聯誼會」。在主持人黃晉英秘書長宣布後揭開當日活動序幕,在輕鬆、活潑的節目之下,隨即由主持人帶來重要訊息:「當前全球局勢動盪不安,末日四騎士「敵耶穌、糧荒、戰爭、疫病」的威脅已到來,產生的影響讓人措手不及。因此,請大家保守以對,靜觀其變。另外,許多偶然的機緣經過時間的推移而變成必然,例如當年我與陳水扁先生為台大法律系同學,而使得其擔任總統期間我有機會能將祐生「綠色矽島」的理念交付予他,使之成為現今許多政策的基石。所以,我們應做正確的事情將偶然推向好的必然。但是,也由於過去許多破壞環境的偶然,造成現在氣候異變的必然結果,而祐生的共生文明正是引領人類通往未來的解答,與大家共勉之。」
The June Archilife Public Policy Communion of 2020 was held on June 21, 2020. After a series of relaxing and fun activities, Secretary General Huang Chin-ying made the following announcement, "The world’s current situation is in a turbulent state. The threat of the Four Horsemen of the Apocalypse, anti-Christ, famine, war, and epidemic, has arrived. The impacts have caught people off guard. Therefore, let’s be conservative and wait and see. In addition, often times, serendipity turns out to be inevitability with time. For instance, former president Chen Shui-bian and I were classmates in the Department of Law, National Taiwan University. While he was serving his term as the president, I had the chance to deliver Archilife’s "Green Silicon Island" concept to him, which became the cornerstone of many policies today. Hence, we should do the right things to turn serendipity into inevitability. That said, it is also because of the serendipity of a great deal of environmental destruction in the past that led to the inevitable outcome of climate change. Archilife’s symbiotic civilization is the ultimate solution that leads mankind towards the future. Let us encourage each other in our endeavors."
緊接著進行專題演講,由國政會委員李宏堅先生主講「都更與危老屋重建差異」。主講人首先說明都市更新即為舊屋換新屋,使生活更便利、環境更健康,且新屋價值大幅提高使財富提升,透過申請增加可建築容積、可建坪數增加的容積獎勵,並且享稅賦減免,在多數人同意下即可辦理 (事業計畫同意比例為75%)。而危老改建為針對屋齡三十年以上,結構安全建築物耐震能力不足者,唯須取得重建範圍內全體土地及合法建築物所有權人100%同意。都市更新和危老改建主要差異,在於面積限制、同意比例、審議速度及稅賦減免。兩者之間有各自的利基在,共同點皆為改善居住環境,增進居住安全,創造更美好的生活空間。
Next on the schedule was the keynote speech. First, Mr. Li Hung-chien spoke on "The Difference Between Urban Renewal and Old House Reconstruction". The speaker first explained urban renewal refers to replacing old houses with new ones to make life more convenient and the environment healthier. Moreover, the significant increase in the value of new houses has led to greater wealth. Applicants can enjoy tax relief by applying for a building bulk increase and bulk renewal reward. It is applicable with the consent of the majority of people (business plan consent ratio: 75%). The reconstruction of older structures is intended for houses over 30 years whose structural safety and building seismic capacity are inadequate, provided 100% consent of owners of all the lands and legal buildings within the reconstruction scope shall be obtained. The main difference between urban renewal and the reconstruction of older structure lies in the area restriction, consent ratio, review speed, and tax relief. Both have their own niches, and the common ground lies in improving the living environment and living safety, thereby creating a better living space.
接著由國政會委員顏秀慧小姐主講「簡介延伸生產者責任制」。主講人首先說明生產者製造商品進行買賣產生獲利,在商品使用過程須保固其商品,而在商品使用後成為廢棄物,則延伸為生產者責任,稱為應回收廢棄物,性質包括不易清除、含長期不易腐化或有害物質成分及具回收再利用價值。生產者須預先繳付資源回收管理基金,回收費率則由環保署資源回收費率審議委員會制定,對於整體循環經濟、永續發展為重要關鍵。而回收系統,必須有地方政府、社區學校、民間團體及販賣場所的參與配合。所以,日常生活應進行廢棄物減量、分類及回收,減輕人類經濟造成之環境負荷。
Next, Ms. Yen Hsiu-hui spoke on "The Introduction of the Extended Producer Responsibility System". The speaker first explained producers manufacture and trade goods to make a profit. During product use, the goods must come with warrantee. Goods become waste after use, which is extended to become the producer’s responsibility and is called recyclable waste. The natures include clearance difficulty, substances and composition that are difficult to rot or are harmful in the long run but possess recycling and reutilization value. Producers must pay a recycling management fund in advance. The recycling fee rate is to be set up by the Recycling Fee Review Committee, Environmental Protection Administration, Executive Yuan, R.O.C. (Taiwan), which is an important key for the overall circular economy and sustainable development. For the recovery system part, the participation and cooperation of local governments, community schools, private groups, and vending sites are needed. Therefore, waste reduction, classification, and recovery should be performed in daily life to lessen the environmental load caused by the economy.
接著由國政會委員楊正帆先生主講「氣候異變與重大災害防護」。主講人首先提到健保局目前財務狀況及未來走向,並指出近來健保署首訂醫材自付差額上限,引發醫界強力反彈之爭議。接著主講人講述今日主題,以普悠瑪脫軌事件為例,在面對如此重大事故的時候,最常遇到生存空間喪失,或在列車脫軌翻滾的過程中,遭拋出窗外或被行李物品強力撞擊導致嚴重傷害。所以,防護除了抱頭屈膝使接觸面積最小,其實最重要的是制度規定的改變,如強制繫安全帶、行李確實固定等,才能有機會減低列車重大事故的人身傷害。
Next, Mr. Yang Cheng-fan spoke on "Climate Change and Major Disaster Prevention". The speaker first mentioned the National Health Insurance Administration (NHIA), Ministry of Health and Welfare’s current financial situation and future direction. The speaker also pointed out the recent upper limit for “the upper limit of difference in amount of self-paid medical materials” set by the NHIA for the first time, which aroused controversy and caused strong backlash in the medical community. The speaker went on with the topic of the day and cited the Puyuma Express derailment incident as the example. In the face of such a major accident, “the deprivation of the survival space or serious injuries caused after being thrown out of the window or being hit by luggage” are most frequently encountered when the train derails from the tracks and overturns. Thus, in addition to holding your head and bending your knees to minimize contact area, the most important protection is to change the system regulations, such as mandatorily fastening seat belts, properly securing luggage, etc., in order to have a chance to reduce personal injury during a major train accident.
演講完畢,黃晉英秘書長代表基金會致贈謝禮予主講人,同時臨場進行機智問答。接著在與會者紛紛利用「餵豬時間」提出個人意見與看法互相交流後,圓滿地結束六月份國政聯誼會。
After the speech, Secretary General Huang Chin-ying presented a gift to the speakers on behalf of the foundation, and played a brainstorm game. Then, attendees expressed and exchanged their opinions and views during the piggy hour. The June Archilife Public Policy Communion ended smoothly.
