本會於2023年2月12日假台北喜來登大飯店地下二樓喜廳舉行「祐生國政聯誼會」。在主持人黃晉英秘書長宣布後揭開當日活動序幕，在輕鬆、活潑的節目之下，首先介紹新任知識執守者，分別為交通工程執守者陳昱名先生及群經執守者梁恩維先生。隨即由主持人帶來重要訊息：「烏俄戰爭爆發導致全球通貨膨脹加遽，台灣也受到影響，全球正努力克服此一困境，美國採取升息政策抑制通膨，但也對國內經濟形成壓力，提醒大家注意自身財務規劃，期能安然度過經濟危機。另外，人工智慧崛起，諸如近期熱門的ChatGPT運用大數據發展，更加貼近人類生活，從前電影的想像如今已然成真，祐生也將透過生活特組的探討，指引未來前進的方向。目前祐生正進行世代交替，在這數位化的時代，期望藉由接續世代的新思維，做好萬全的準備，形成改變台灣的力量。」
　　The February Archilife Public Policy Communion of 2023 was held on February 12, 2023. After a series of relaxing and fun activities, Secretary General Huang Chin-ying introduced the new knowledge keepers, including traffic engineering keeper Mr. Chen Yu-ming, and scriptures keeper Mr. Liang En-wei. Next, Secretary General Huang Chin-ying made the following announcement, "Russia's invasion of Ukraine pushed global inflation to a higher level. There is no exception, including Taiwan. The global countries work hard to combat inflation. In the US, the Fed raises interest rates to reduce the upward pressure on the price but the higher interest rates also affect the market. You need personal financial planning to weather the inflation storm. Moreover, the AI boom is on the horizon. Take the hot-topic ChatGPT for example. It relies on massive amounts of data to provide more accurate service. What was described in the movies now becomes a reality. In the Archilife Living Special Team Conferences, we discussed to find a direction for future. Archilife is under generation transition nowadays. It is expected to see that some new thinking inspires changes in this digital age, we can make the best preparations, form the power to change Taiwan."

　　緊接著進行專題演講，由國政委員劉定衢先生主講「供應鏈資安環環相扣」。主講人首先表示隨著全球企業資安意識提升，駭客組織在持續研發新型態惡意程式直球對決之外，也採取迂迴入侵的供應鏈攻擊模式，在硬體(Mirai殭屍病毒)、軟體(log4j漏洞)及合約廠商(承包政府標案的廠商遭駭)皆有實例，更甚者有國防資安之隱憂。因此，台灣發展「列管軍品廠商資格級別認證評鑑中心」，使國防走上軌道，主講人分享其負責項目「資通安全管理」之評鑑事項，並指出常見問題。未來目標是期望能有更多優質廠商參與國防產業，有效結合政府與民間力量，發展國防產業，落實國防獨立自主。
　　Next on the schedule was the keynote speech. First, Mr. Liu Ding-chyu presented a speech on the "Close Connection of Supply Chain and Information Security". The speaker pointed out the rising awareness of information security among the global enterprises. Hackers use malware on face-off or indirect attacks against weak links in the supply chain. We can find many examples in hardware (such as Mirai), software (log4j) and contractors (government contractors). The information security of national defense is also a concern. Therefore, the Taiwan government establishes the "Center of Assessment and Management of Level Certificates of Regulated Military Materials Suppliers" to ensure that everything is on the right track. The speaker shared the details about the assessment of "information security management" and common problems. The speaker expected that more quality vendors would join the national defense industry, effectively combine government and private forces to develop the defense industry, to help Taiwan achieve autonomy in the defense sector.

　　接著由國政委員李彥頤先生主講「淺談桃園綠捷生態城鄉規劃策略」。主講人首先介紹捷運綠線G12、G13、G13a車站周邊整體開發計畫，計畫區內有許多聚落與農田埤圳系統，基地本身富有生態潛力。中原大學「2022雙城國際設計工作坊」亦針對此議題進行深入分析調查，尋求居民的認同，達成彼此尊重融合的思考。主講人表示藉由上述基礎，以專業分析導入，重新擬定空間佈局，其中生態空間阻力可做為生態功能區域留設的參考依據。不因人為因素，採以生態平衡融合的方式，重新定義區段徵收範圍，尋求新型態農業生產與都市開發並存之可行性，從都市設計開始再回到都市計畫，以建構健康永續城市。
　　Next, Mr. Li Yen-yi spoke on "Taoyuan Metro Green Line Eco Urban and Regional Planning Strategy". The speaker introduced the general area planning of G12、G13、G13a stations. There were many clusters, ponds and drainages so that the planning area is full of life. In the 2022 International USR Design Workshop of Chung Yuan Christian University, in-depth analysis and field surveys have been conducted to understand the locals’ voice and seek their understanding in order to find a common ground. The speaker shared how to combine the above information with professional analysis to re-plan the space. The ecological issue can be considered in the planning of ecological reserve areas. The zones for expropriation are redefined based not on human factors but on ecological balance to seek the feasibility of coexistence of new forms of agricultural production and urban development. Finally, the speaker reminded that we can go from urban design to urban planning to build a healthy and sustainable city.

　　接著由國政委員游秀雲小姐主講「投入公職，實現自我」。主講人首先提到考選部為國家考試的主要機關，並介紹國家考試體系與概況。因少子化影響，日前也接獲該部會公文表示，希望大專院校能鼓勵學子報考公務人員考試，為前所未有的情形。如有意報考國家考試，考選部網站皆有公告相關資訊，而112年起也將實施多項考選新措施，網站上亦有國家考試職能分析專區供參考。主講人以新加坡為例，該國重視人才的長遠儲備，自高中時期即儲備文官，故台灣參照此例，規劃大專院校預備文官團。主講人表示公職不是職涯唯一選擇，卻是必須瞭解的選項，鼓勵大家發揮強項，及早聚焦定錨。
　　Next, Ms. Yu Hsiu-yun spoke on "Joining Public Service to Pursue Ideal Career". The speaker mentioned that the Ministry of Examination is the national examination organization, and introduced the national examination system and overview. However, the Ministry is also affected by the low birth rate and sends out an official letter requiring universities and colleges to encourage students to join the public servant examinations. It has never happened before. For anyone who is interested, please find the information on its website. Many new examination measures will be applied from 2023 and there is competency analysis of national examinations on the website. The speaker used Singapore as an example. Talents cultivation is an important issue in Singapore and a systematic training for civil servants begins from high schools. Taiwan takes some advantages of the system to build a trainee civil servant program. The speaker emphasized that civil service is not the only option in your career but you must understand it. The speaker hoped that everyone could develop their talents and find a career that is most suitable.

　　演講完畢，黃晉英秘書長代表基金會致贈謝禮予主講人。接著在與會者紛紛利用「餵豬時間」提出個人意見與看法交流後，圓滿地結束二月份國政聯誼會。
