本會於2023年7月16日假台北喜來登大飯店地下二樓喜廳舉行「祐生國政聯誼會」。在主持人黃晉英秘書長宣布後揭開當日活動序幕,在輕鬆、活潑的節目之下,隨即由主持人帶來重要訊息:「縱使國際情勢紛紛擾擾,台灣仍為相對安全的環境,國際上也有越來越多的聲援,共同理念就是維護台灣安全。除了政府持續在國際上取得認同外,也請大家在各自的崗位上努力。另外,內政部「平均地權條例」於7月1日上路,主要目的是為防杜炒作行為,期待台灣逐步邁向房價合理,達到居住正義。而「2050淨零排放」也是政府極力推動的目標,包括企業碳費徵收機制,促使企業節能減碳。另外,祐生每位見習生皆潛力十足,期望藉由參與各項祐生活動,能夠拓展其視野,並將祐生理念世代相傳。」
The July Archilife Public Policy Communion of 2023 was held on July 16, 2023. After a series of relaxing and fun activities, Secretary General Huang Chin-ying made the following announcement, "In spite of the recent turbulence in international geopolitics, Taiwan remains a relatively safe environment. There is also a notable increase in international support for Taiwan, all with the shared goal of safeguarding Taiwan's security. Alongside the Taiwanese government's ongoing efforts to gain recognition on the international stage, we also advocate for everyone to contribute their concerted efforts from their respective fields and positions. On another note, the "The Equalization of Land Rights Act" implemented by the Ministry of the Interior came into effect on July 1st. Its primary purpose is to prevent speculative behavior and pave the way for a more reasonable and fair housing market, ultimately achieving the goal of housing justice. The government is also vigorously pursuing the goal of "Net Zero Emissions by 2050", including through mechanisms such as carbon pricing for corporations, promoting energy efficiency and carbon reduction. Furthermore, every intern at Archilife holds immense potential; by participating in various activities, we hope to broaden their horizons and pass down the values of our organization to future generations."
緊接著進行專題演講,由國政委員蘇美如小姐主講「考古遺址與文化保存」。主講人首先說明考古遺址像是古代人群的身份證,證明人群曾經存在的事實,考古遺址上的特徵標記,成為識別不同人群以及人群互動的重要依據。主講人以圖表介紹全台考古遺址,表示目前最古老的考古遺址為台東八仙洞,距今約三萬年前,以及台灣史上第一群煉鐵人,為十三行考古遺址。主講人表示,考古遺址具有獨特性,一旦破壞即無法回復。因此,為開發行為而犧牲某一考古遺址,將永遠失去理解、重建該古代人群社會樣貌與生活型態的機會,期望大家共同重視。
Next on the schedule was the keynote speech. First, Ms. Su Mei-ju presented a speech on the "Archaeological Sites and Cultural Preservation". The speaker first explained that archaeological sites are like "ID cards" of ancient populations, providing evidence of their existence. The distinctive markers on archaeological sites become crucial references for identifying different groups of people and their interactions. The speaker then introduced the archaeological sites in Taiwan through diagrams, explaining that the oldest archaeological site is the Baxian Cave in Taitung, which is about 30,000 years old and the first group of iron smelters in Taiwan's history is the Shisanhang archaeological site. The speaker further noted that archaeological sites are unique, they cannot be restored. Therefore, sacrificing an archaeological site for the sake of development will forever deprive us of the opportunity to understand and reconstruct the social patterns and lifestyles of ancient populations, which we hope will garner the attention of society.
接著由國政委員李宏堅先生主講「政策對房市的影響」。主講人首先表示根據統計數據,全台都市地價穩定上漲,營建工程物價總指數亦節節攀升,使得營造成本暴增。台灣房市處於供給越多、房價越高,經濟不好、房價照跑的奇怪現象,台灣房價所得比亦高得驚人。由於扭曲的高房價,使得政府為了居住正義而提出打房政策及稅制改革。歷年政府房市政策,包含中央銀行選擇性信用管制措施,財政部房地合一稅規定,以及內政部的實價登錄及「平均地權條例」等。主講人提醒大家可視整體政經趨勢,多方面評估未來房市發展。
Next, Mr. Li Hung-chien spoke on "Impact of Policies on the Housing Market". The speaker began the speech by stating that according to statistical data, urban land prices across Taiwan are steadily rising and the construction cost index is also continuously increasing, leading to a significant rise in construction costs. Taiwan's housing market exhibits a peculiar phenomenon whereby the more supply there is, the higher the prices climb. Even during economic downturns, housing prices continue to rise, resulting in an astonishingly high price-to-income ratio.Due to distorted and overly high housing prices, the government has introduced policies and tax reforms to achieve housing justice. Over the years, government housing market policies have included selective credit control measures by the Central Bank, reforms on property and land taxes by the Ministry of Finance, as well as measures such as the Actual Price Registration of Real Estate Transactions and the promulgation of the "Equalization of Land Rights Act" by the Ministry of the Interior. The speaker reminded the audience to evaluate the future development of the housing market from various perspectives and should also take into account the overall political and economic trends.
接著由國政委員蔡坤憲先生主講「污水監測新冠現蹤」。主講人表示COVID-19疫情逐漸趨緩,但未來仍有未知疾病大流行的可能性,故從此次疫情汲取經驗,若能提前檢測環境中數據,就能及早提出示警。因此,世界各國對於污水流行病學的重視再度興起,主講人提出國外污水調查案例,可知污水偵測可達到超前部署、預防擴散的作用。透過檢測方法我們即可得知採樣地區的病毒傳染情形,相較於傳統的疫情調查,污水流行病學提供了一套科學、嚴謹、迅速的手段,提前掌握感染源動態。期望能在未來發揮效益,防微杜漸。
Next, Mr. Tsai Kun-hsien spoke on "Tracing Signs of COVID-19 through Wastewater Monitoring". The speaker mentioned that while the COVID-19 pandemic is gradually slowing down, the possibility of future outbreaks of unknown diseases still remains a threat. Drawing lessons from the current pandemic, he emphasized that early detection of data in the environment can provide an early warning mechanism. As a result, countries worldwide have renewed their focus on wastewater-based epidemiology. The speaker presented examples of sewage investigations in other countries, which indicated that wastewater detection can play a role in pro-active deployment and preventing the spread of diseases. Through various detection methods, we can promptly glean the situation of virus transmission in the sampled area. Compared with the conventional outbreak investigations, wastewater-based epidemiology provides a set of scientific, rigorous and rapid means to grasp the dynamics of the source of infection in advance. It is hoped that it can be utilized in the future for the prevention of the spread of infectious diseases.
演講完畢,黃晉英秘書長代表基金會致贈謝禮予主講人。接著在與會者紛紛利用「餵豬時間」提出個人意見與看法交流後,圓滿地結束七月份國政聯誼會。
After the speech, Secretary General Huang Chin-ying presented a gift to the speakers on behalf of the foundation. Then, attendees expressed and exchanged their opinions and views during the piggy hour. The July Archilife Public Policy Communion ended smoothly.
