本會於2021年3月21日假台北喜來登大飯店地下二樓喜廳舉行「祐生國政聯誼會」。在黃晉英秘書長宣布下揭開活動序幕，在輕鬆、活潑的節目後，隨即由主持人帶來重要訊息：「全球天災頻傳，近日除了日本宮城發生芮氏規模7.2強震，冰島也出現火山爆發，台灣亦面臨乾旱危機、沙塵汙染，提醒大家應持續關注外在變化，保持敏銳的觀察力，趨吉避凶。另外，回顧第一任潛鋒特組之聲明，人類脫離地表生存為現在科技趨勢，而祐生亦持續推展數位共生的新文明理念，朝向正確的道路邁進。最後，提醒大家提防個資外洩，並注意是否有資訊被滲透的風險，提高警覺，勿洩漏機密。」
The March Archilife Public Policy Communion of 2021 was held on March 21, 2021. After a series of relaxing and fun activities, Secretary General Huang Chin-ying made the following announcement, "Natural disasters are frequently reported around the world. In addition to the recent 7.2 Richter Scale earthquake that took place in Miyagi, Japan, volcanic eruptions also occurred in Iceland, while Taiwan has been subjected to a drought crisis and sand-dust pollution. Everyone is reminded to continue paying attention to external changes and have keen observation to pursue fortune and avoid disaster. A look back on the declaration of the first Pioneer Special Team shows that humans detaching from the earth’s service for survival is today’s technological trend. Archilife will also continue to promote a new civilization of digital symbiosis, a new civilization concept, thereby moving towards the correct path. Finally, everyone is reminded to avoid personal information leakage, note if there is the risk of information infiltration, be alert, and avoid disclosing secrets."
緊接著進行專題演講，由國政委員李宏堅先生主講「都更之權利變換解說」。主講人首先表示權利變換為相關權利人參與都市更新事業，按其更新前權利價值比率及提供資金額度，分配更新後土地、建築物或權利金。相關原則包括實施權利變換所支付之費用，經各級主管機關核定後，以權利變換後應分配之土地及建築物折價抵付；權利變換後之土地及建築物扣除抵付共同負擔後，依各宗土地權利變換前之權利價值比例，分配更新後房地；權利價值由實施者委託三家以上鑑價機構查估後評定之。主講人表示更新成本(共同負擔)依法令及政府公告之標準計算，但因提列成本高，對於實施者分配較為有利，爭議往往在此出現。
Next on the schedule was the keynote speech. First, Mr. Li Hung-chien presented a speech on the "An Explanation on Change of Rights in Urban Renewal". The presenter first said that the change of rights involves the distribution of renewed land, buildings, or royalties based on the ratio of value of right before renewal and the amount of funds available to relevant right holders participating in urban renewal business. The relevant principles include expenses paid for implementing a change of rights. After approval by respective competent authorities, payments are rendered at discounted prices of distributed land and buildings after the change of rights; after deducting the land and building co-payments after change of rights, the renewed premises are distributed based on the ratio of value of rights before each land lot’s change of rights. The value of right is determined after an evaluation by more than three appraisal agencies commissioned by the implementer. The presenter said that the renewed costs (co-payments) are calculated based on the regulatory and government announcements. However, due to the high provisioned costs, the distribution is more favorable for the implementer. Thus, disputes often arise.
接著由國政委員周裕清先生主講「COVID-19疫苗大解密」。主講人首先說明冠狀病毒變異度比流感低；若一個細胞被兩種不同冠狀病毒感染，就會組合出新種RNA，產生變異。全球目前新冠病毒主要變異株包括英國、南非及巴西變異株。2020年12月12日FDA火速批准美國輝瑞大藥廠與德國生技共同研發的疫苗緊急使用授權。同年12月30日，英國政府也宣布，授予AZ-Oxford疫苗緊急使用授權。病毒突變來自於每次的傳染複製過程，所以當疫苗大幅減緩患者群時，就能大幅減緩病毒複製。主講人並佐以數據統計，顯示施打疫苗後全球每日新增病例明顯下降，證實疫苗確實有效。
Next, Mr. Chou Yu-ching spoke on "Decryption of COVID-19 Vaccines". The presenter first said that the coronavirus with lower variance compared to other influenzas. If a cell is infected by two types of coronavirus, the combination will form new RNA, leading to mutation. At present, the main variants of novel coronavirus around the world include variants from the United Kingdom, South Africa, and Brazil. On December 12, 2020, the FDA speedily approved the authorization for emergency use of vaccines developed by the Pfizer Inc. (USA) and CureVac (Germany). On December 30 the same year, the British government also announced the authorization of AZ-Oxford for emergency use of vaccines. Viral mutations arise from the infection replication process. Therefore, when vaccines substantively slow the infected population, viral replication also greatly slows down. The presenter presented statistical analysis, which shows that new cases have decreased significantly after vaccination administration, thus validating vaccine effectiveness.
接著由國政委員林致遠先生主講「2021金牌農村案例分享」。主講人首先說明金牌農村競賽，是為樹立台灣農村典範，並以邁向農村多元永續發展為核心目標。接著以宜蘭冬山鄉中山社區為例，從水土保持到特色保育，近年並投入農村再生，使青年回游。而桃園龍潭區大北坑社區以里山倡議之精神，進行友善安心農業、在地材使用及植樹造林。接著提到新竹寶山鄉新城社區，為了創造農地價值以及鼓勵復耕甘蔗，開發出烏糖及周邊產品，創造多元就業機會，並利用盈餘回饋社區。主講人表示，期望藉由今天的介紹，能讓與會者了解台灣農村永續發展成果，並鼓勵大家能親至當地體會。
Next, Mr. Lin Chih-yuan spoke on "2021 Golden Rural Village Case Sharing". The presenter first explained the golden rural village competition is intended to set a paradigm for rural villages in Taiwan and move toward the core objective of diverse and sustainable rural village development. The presenter cited Dongshan Township, Yilan was as the example. From water and soil conservation to characteristic conservation, inputs into rural village regeneration have been carried out in recent years for the youth to return. On the other hand, the Dabeikeng Community in Lungtan District, Taoyuan, adhering by the spirt of Lishan advocacy, conducts friendly and safe agriculture, use of local materials, planting, and afforestation. The presenter then mentioned the Xincheng Community in Baoshsan Township, Hsinchu. In order to create agricultural value and encourage the re-cultivation of sugarcane, black sugar and peripheral products have been developed, thereby creating multiple employment opportunities and give back the surplus to the community. The presenter said that he hoped to through an introduction presented on the day let attendees understand the sustainable development results of Taiwan’s rural villages and encourage everyone to have the local experience on the site.
演講完畢，黃晉英秘書長代表基金會致贈謝禮予主講人。接著，黃晉英秘書長將早期林俊興董事長親自剪輯之組織同仁合照，致贈予曾建明先生以茲紀念。在與會者紛紛利用「餵豬時間」提出個人意見與看法互相交流後，圓滿地結束三月份國政聯誼會。
After the speech, Secretary General Huang Chin-ying presented a gift to the speakers on behalf of the foundation. And Secretary General Huang Chin-ying also presented a commemorative photo to Mr. Tsen Chien-ming as a memorial. Then, attendees expressed and exchanged their opinions and views during the piggy hour. The March Archilife Public Policy Communion ended smoothly.
