本會已於2018年4月15日假台北喜來登大飯店地下二樓喜廳舉行「祐生國政聯誼會」。在主持人黃晉英秘書長宣布後揭開當日活動序幕，在輕鬆、活潑的節目過後，隨即由主持人帶來重要訊息：「在氣候異變的影響下，末日四騎士「戰爭、糧荒、疫病、敵耶穌」接踵而來，提醒大家多觀察周遭變化，以知識來應對所面臨的各種問題。另外，祐生Headquarter預計在今年啟用，除原有的蟲洞之外，將開展新的實驗場域「白洞」，讓身入其境的人都能自己界定空間。而本月份仍進行「祐生謎‧猜」，題目為：「今年台北市最高溫的月份以及最高溫度是幾度？」，使祐生成員養成關注氣候的習慣，提醒大家應大膽預測，小心求證。」
　　The April Archilife Public Policy Communion of 2018 was held on April 15, 2018. After a series of relaxing and fun activities, Secretary General Huang Chin-ying made the following announcement, "Under the impact of the climate change, the Four Horsemen of the Apocalypse, War, Famine, Pestilence, AntiChrist, follow close on another. I hereby remind everyone to observe changes around yourselves more often, and deal with a variety of issues with knowledge. In addition, we expect to enable Archilife Headquarter this year. Besides the original wormhole, we will open a new experiment field, "White hole", to allow people who have the feeling in the virtual situation to be able to define the space. This month, the event of "Archilife Riddle Guessing" will be once again, the question is, "Which month will the highest temperature this year in Taipei City be and exactly how many degrees will it be?", in order for Archilife members to be constantly aware of the climate, and to remind everyone to predict boldly and to verify carefully."
　　緊接著進行專題演講，由國政會委員楊正帆先生主講「醫療與長照整合計畫」。主講人首先提到健保收支餘絀近年來逐步增加，因此計畫將資金導向長照系統，並矯正醫療人員所遭遇到的不公平現象。台灣面臨老齡化社會，促使推動長照保險的必要性，凡屬可醫療的歸健保，屬照顧且長期的歸長保，但預估財務規模應達1100億元的長照保險，目前僅50億元，而人力需求也是個問題。最後，主講人表示未來健保點數將反應在給付上，點值下降無可避免，今年將會是關鍵的一年。
　　Next on the schedule was the keynote speech. First, Mr. Yang Cheng-fan, presented a speech on the "Consolidation planning of medical treatment and long-term care". The speaker first talked about the issue of the surplus and deficit of income and expenses for health insurance with increasing gradually these years. Thus, capital will be used in the long-term system and to correct the unfair phenomenon which medical personnel have encountered. Taiwan will face an aging society, so it is necessary to promote long-term insurance. Anything about medical treatment belongs to health insurance, and anything about care belongs to long-term insurance. Long-term insurance whose financial scale is originally estimated as one hundred and ten billion dollars; however, it is only five billion. Besides, the demand of the manpower is an issue as well. Finally, the speaker said that the counts of health insurance will be showed on payments in the future, and it is unavoidable for decline of point value. This year will be a key one.
　　接著由國政會委員吳綱立先生主講「建構生態大眾運輸導向發展的規劃設計模式來促進新興島嶼地區的永續發展：以金門為例」。主講人首先提到金門目前產生都市蔓延的現象，如何維持永續的發展模式結合大眾運輸系統為重要的課題。考量金門都市規模及運量，輕軌與 BRT系統為優先選擇，使能達到循環式的經濟、強調地方特色。主講人表示，提出一套適宜的交通系統，不僅引導整體都市結構的發展，亦能使土地增值、人口引入、促進低碳永續生活場域。期望能藉此推動金門成為永續生態的島嶼。
　　Next, Mr. Wu Gan-li, spoke on "The planning and design mode of constructing an oriented development of ecological public transit to facilitate the sustainable development on emerging insular areas: Taking Kinmen for example". The speaker first mentioned the current phenomenon of urban sprawl in Kinmen, and how to keep sustainable development mode combining with mass transit system is an important topic. Considering the urban scale and traffic volume in Kinmen, it is a priority to construct a system of light rail and BRT, which can achieve a circular economy, emphasize local features. The speaker said that a set of proper traffic system not only guides the development of the whole urban structure but also increases the value of the land, introduces population, and facilitates the living area of sustainable low carbon. Mr. Wu Gan-li expected Kinmen would become an island with sustainable ecology by promoting the plan.
　　接著由國政會委員張桂鳳小姐主講「城鄉風起－產業VS.建設：打造屏東多元實力」。主講人首先提到屏東縣政府為服務居住於公車難以進入的小型巷道之社區民眾，以及因應人口老化，規劃小黃巴士，亦配合縣府長照政策，各個站點結合了社區長照關懷據點，使民眾享有貼心便利的服務。主講人接著表示，於屏東火車站高架化之後，設計站前空間為「大武山星空廣場」，兼具休憩及藝文展演空間的特性，呈現人文藝術的嶄新風貌。最後，主講人表示未來將針對前瞻計畫「殺蛇溪心樂章」持續努力，期待與大家分享成果。
　　Next, Ms. Chang Kuei-feng, spoke on "Emerging of the city and country style-industry vs. construction: Building Pingtung's multiplex strength". The speaker first mentioned in order to serve community who live among small lanes where buses have a hard time going and to cope with population aging, Pingtung County Government has planned a Taxi Bus to cooperate with the long-term policy of the county government. Each bus stop is combined long-term caring locations in community to allow the public to enjoy the sweet and convenient service. The speaker then said that the front area of Pingtung Main Station will be designed as "Stars Square of Kavulungan", which will contain features with recreation and the space of art exhibition to show a new style with humanity and art, after the overhaul of Pingtung Main Station. Finally, the speaker said the government will keep making efforts on the prospective planning, "Heart Movement of Killing Snake River", in the future and expects to share the achievement with everyone.
　　演講完畢，黃晉英秘書長代表基金會致贈謝禮予主講人。接著在與會者紛紛利用「餵豬時間」提出個人意見與看法互相交流後，圓滿地結束四月份國政聯誼會。
　　After the speech, Secretary General Huang Chin-ying presented a gift to the speakers on behalf of the foundation. Then, attendees expressed and exchanged their opinions and views during the piggy hour. The April Archilife Public Policy Communion ended smoothly.
